Major League Baseball is instituting moratorium periods on when teams can evaluate draft prospects in an attempt to slow the number of young players getting injured. MLB sent general managers, assistant managers and scouting directors a memo indicating teams won’t be able to scout or evaluate high school players from Oct. 15 to Jan. 15. They won’t be able to scout or evaluate college players from Nov. 15 to Jan. 15. This moratorium applies to domestic amateur players with remaining eligibility in the first-year player draft.
